In Trained to Win? Evaluating Battleeld Eectiveness and Sociopolitical Factors
among Partnered Forces, Matthew Cancian oers a much-needed framework
for evaluating the eectiveness of Special Operations Forces (SOF) in the eort
to professionalize partner forces. The author proposes that structured surveys
related to tactically oriented training outcomes can yield signicant information
about partnered forces’ evolution over time. Since SOF often operate in politically
sensitive or denied environments, it becomes all the more necessary to conduct
the kind of research he describes in this monograph to assess the best strategies
for improving partner capabilities while recognizing the limitations imposed
by their sociopolitical realities. Eectiveness is ultimately a political as well as
military condition, and in this monograph Matthew Cancian oers an excellent
approach to evaluating both.
