1. Purpose. Per the authority in reference (a), this
instruction updates policy and responsibilities for Classified
National Security Information (CNSI) and Controlled Unclassified
Information (CUI) within an overarching Department of the Navy
(DON) Information Security Program (ISP), pursuant to references
(b) through (f); establishes uniform ISP policies and procedures
per references (b) through (f); complies with the intent of
references (b) and (d) to observe the democratic principles of
openness and the free flow of information, as well as to enforce
protective measures for safeguarding information critical to
national security; incorporates policies and procedures
established by other executive branch agencies and supplements
volumes 1 through 4 of reference (f), where needed. When
applying guidance of this instruction, the user must consult the
appropriate volume of reference (f) to ensure proper application
of DON and Department of Defense (DoD) ISP standards.
