Subj: DEPARTMENT OF THE NAVY RESPONSIBILITIES ON FEDERAL
AVIATION AND NATIONAL AIRSPACE SYSTEM MATTERS
Ref: (a) DoD Directive 5030.19 of 13 September 2013
1. Purpose. To appoint Navy and Marine Corps members to the
Department of Defense (DoD) Policy Board on Federal Aviation
(PBFA) per reference (a).
2. Cancellation. SECNAVINST 5740.31.
3. Applicability. This instruction applies to the Office of
the Office of the Secretary of the Navy, the Chief of Naval
Operations (CNO), and the Commandant of the Marine Corps.
4. Policy. Formal designation of the Director, Air Warfare
Division (N98) and the Deputy Commandant for Aviation (DC/A), as
the Navy and Marine Corps members of the DoD Policy Board for
Federal Aviation (PBFA) with responsibility for coordination of
board matters within the Navy and Marine Corps.
5. Background
a. The Federal Aviation Administration (FAA) establishes
and regulates Federal airways, prescribes air traffic rules for
civil and military aircraft, conducts research and development
for air navigation facilities, and provides and operates
equipment for a common system of air traffic control and
navigation for both civil and military aircraft.
b. Under a Presidential Memorandum of 11 August 1960, the
Interagency Group on International Aviation (IGIA) was
established on 9 December 1960 for coordination of international
aviation matters.
