1. Purpose
a. To establish a Department of the Navy (DON) trademark
and licensing program and policy, through program offices in the
Office of Naval Research (ONR) and the Office of the Commandant
of the Marine Corps (CMC), for the establishment, registration,
use, enforcement, and licensing of Navy and the United States
Marine Corps (USMC) indicators and trademarks.
b. This instruction has been substantially revised and
should be reviewed in its entirety. Definitions as applied in
this directive may be found in enclosure (1).
2. Cancellation. SECNAVINST 5870.7.
3. Applicability. This instruction applies to the Office of
the Secretary of the Navy (SECNAV), the Chief of Naval
Operations, the CMC, and all U.S. Navy, USMC installations,
