1. Purpose
a. Establishes Department of the Navy (DON) guidance for
the Planning, Programming, Budgeting, and Execution (PPBE)
process in accordance with references (a) through (e).
b. Provides PPBE process descriptions for the DON.
2. Applicability. This directive applies to the United States
Navy, the United States Marine Corps and the DON Secretariat.
3. Policy. It is DON policy that:
a. The PPBE process shall serve as the annual resource
allocation process for the DON. Goals, objectives, policy,
programmatic, and budgetary guidance are provided by higher
authority which is integrated into the PPBE process. This
includes the President’s National Security Strategic Guidance
and the Secretary of Defense (SECDEF) National Military
Strategy, National Defense Strategy (NDS), Defense Planning
Guidance, and Integrated Program/Budget Guidance. Guidance
internal to the DON includes the Secretary of the Navy Strategic
Guidance; the Secretary of the Navy Programming Guidance; and
