Purpose: In accordance with the authority in DoD Directive 5134.12, policy in DoD Instruction (DoDI)
4140.01, guidance in DoD Manual (DoDM) 4140.01, and the July 13, 2018 Deputy Secretary of
Defense Memorandum, this issuance:
• Provides procedures for maintaining and using the Federal Catalog System (FCS).
• Assigns responsibilities associated with maintaining and using FCS and FLIS.
• Provides procedures on cataloging supply items.
• Authorizes maintenance of the FLIS technical procedures (previously contained in the volumes of
the previous version of this manual) by the Defense Logistics Agency on their website at
http://www.dla.mil/HQ/InformationOperations/Offers/Services/TrainingandReference.
