This publication implements Air Force Policy Directive (AFPD) 32-10, Installations and
Facilities, and aligns with portions of Air Force Instruction (AFI) 10-2501, Air Force Emergency
Management Program, and AFI 10-210, Prime Base Engineer Emergency Force (BEEF)
Program. It describes Readiness and Emergency Management (R&EM) Flight responsibilities and
processes applicable to the Installation Emergency Management (IEM) program. This manual
applies to all civilian employees and uniformed members of the Regular Air Force, Air Force
Reserve, and Air National Guard. Whenever a governing contract requires compliance with this
publication, it applies to the contractor. Ensure that all records created as a result of the processes
prescribed in this publication are maintained according to Air Force Manual (AFMAN) 33-363,
Management of Records, and disposed of according to the Air Force Records Information
