This instruction implements Air Force Policy Directive (AFPD) 36-26, Total Force
Development, provides guidance from DoDI 1342.28, DoD Yellow Ribbon Reintegration
Program (YRRP), and establishes procedures and instructions for the Air Force Reserve Yellow
Ribbon Program and applies to all Air Force Reserve Command (AFRC) units. This instruction
provides guidance for ensuring the continuity of care for deploying Airmen and their support
systems throughout the deployment cycle. This instruction does not apply to the Air National
Guard Units. The authorities to waive wing/unit level requirements in this publication are
identified with a Tier (“T-0, T-1, T-2, T-3”) number following the compliance statement. See
DAFI 33-360, Publications and Forms Management, for a description of the authorities
associated with the Tier numbers. Submit requests for waivers through the chain of command to
the appropriate Tier waiver approval authority, or alternately, to the requestor’s commander for
non-tiered compliance items. Ensure that all records created as a result of processes prescribed in
this publication are maintained IAW Air Force Instruction (AFI) 33-322, Records Management
and Information Governance Program, and disposed of IAW Air Force Records Information
Management System (AFRIMS) Records Disposition Schedule (RDS) Compliance with the
attachments in this publication is mandatory Refer recommended changes, comments, or
questions about this publication to the Office of Primary Responsibility (OPR) at Headquarters
Air Force Reserve Command (HQ AFRC/A1R), 155 Richard Ray Blvd, Bldg. 210, Robins AFB
