This publication implements multiple guidance documents and instructions governing arms
control treaty and agreements implementation and compliance within the United States Air Force
in general and specifically within the United States European Command (USEUCOM) area of
responsibility (AOR). Applicable documents include: DOD Directive 2060.1, Implementation
of, and Compliance with, Arms Control Agreements, CJCSI 2320.01D, Guidance For The
Implementation Of The Vienna Document 2011 and Associated Documents: AFPD 16-6, Arms
Control Agreements; and AFI 16-601 Implementation of and Compliance with Arms Control
Treaties. This instruction also replaces the rescinded Commander United States Air Forces in
Europe (COMUSAFE) Support Plan 4026-09, Vienna Document 1999 Compliance. This
publication provides guidance directly associated with the United States Air Force (USAF)
implementation of, and compliance with, the VDOC 11 Agreement as provided for in AFI 16-
604, Implementation of and Compliance with the Treaty on Open Skies, The Treaty on
Conventional Armed Forces in Europe and the Vienna Document on Confidence and Security
Building Measures. This instruction applies to active duty USAF units located throughout the
United States European Command (USEUCOM) AOR. It also applies to USAF detachments
and offices located on Host Nation (HN) sites in theater. This instruction applies to Air Force
Reserve Command (AFRC) or Air National Guard (ANG) units operating in the USEUCOM
