This instruction implements Air Force Policy Directive (AFPD) 23-1, Material Management and
is consistent with the guidance regarding the handling of hazardous materials as described in Air
Force Joint Manual (AFJMAN) 23-209, Storage and Handling of Hazardous Materials. This
instruction describes a two-level program and delineates responsibilities between United States
Air Forces in Europe-Air Forces Africa (USAFE-AFAFRICA) and its subordinate organizations.
Specifically, it assigns responsibilities and prescribes guidance and procedures for the USAFE-
AFAFRICA Command Dangerous Goods Program Office (CDGPO), as well as wing/installation
commanders. It also describes the general responsibilities of the Installation Dangerous Goods
Advisors (IDGAs) and unit commanders on USAFE-AFAFRICA main operating bases (MOB)
and at geographically separated units (GSUs) that move dangerous goods (DG) by road, rail, or
sealift. This instruction applies to all USAFE-AFAFRICA Regular Air Force. It does not apply to
United States Space Force, Air National Guard and Air Force Reserve Command units. This
instruction applies to the extent it does not conflict with requirements imposed by international
agreements or host nation (HN) requirements. Ensure that all records created as a result of
processes prescribed in this publication are maintained in accordance with (IAW) Air Force
Instruction (AFI) 33-322, Records Management and Information Governance Program, and
disposed of IAW Air Force Records Information Management System (AFRIMS) Records
Disposition Schedule (RDS). Refer recommended changes and questions about this publication to
the Office of Primary Responsibility (OPR) using the AF Form 847, Recommendation for Change
of Publication. The authorities to waive wing and unit level requirements in this publication are
identified with a tier number (“T-0, T-1, T-2, T-3”) following the compliance statement. See
