Purpose: In accordance with the authority in DoD Directive (DoDD) 5111.10 and pursuant to
Sections 138(b) and 167(e)-(g) of Title 10, United States Code (U.S.C.), this issuance establishes policy,
assigns responsibilities, and provides procedures for programming and budgeting military personnel
(MILPERS) resources for the United States Special Operations Command (USSOCOM).
