Purpose: In accordance with DoD Directive (DoDD) 5135.02, this issuance:
• Establishes policy, assigns responsibilities, and provides procedures for various modes, methods,
and programs for transportation and traffic management.
• Establishes transportation programs and DoD Component responsibilities to support DoD supply
chain materiel management objectives in DoD Instruction (DoDI) 4140.01.
