Purpose: In accordance with the authority in DoD Directives (DoDDs) 5135.02 and 4715.21, and
pursuant to the authorities in Title 10, United States Code (U.S.C.), this instruction establishes policy,
assigns responsibilities, and prescribes procedures for ensuring military installation resilience, including
energy and climate resilience.
