SDA employs a capability-focused business model prioritizing speed and lowering costs, by harnessing
commercial development to achieve proliferation and enhance resilience of the architecture. The
objective is to rapidly evolve development processes and field capability on a significantly faster timeline
than traditional space systems acquisition. In pursuit of this objective, SDA requires SVs from multiple
sources in multiple configurations to operate in an integrated fashion through a common ground
system. Operation of the T1TL constellation and future capability layers and tranches will be conducted
from two redundant, geographically separated, and Government-owned and Contractor-operated
(GOCO) SDA Operation Centers (OC) via globally dispersed ground terminals.
