Purpose: In accordance with the authority in DoD Directive (DoDD) 5144.02, this issuance:
• Establishes functional acquisition policy and procedures for all programs containing IT (including
National Security Systems (NSS)), pursuant to the relevant sections of Titles 10, 40, and 44, United
States Code (U.S.C.), but excluding equipment acquired by contractors that is incidental to the
performance of a DoD contract, such as telephones, computers, and fax machines.
• Assigns program responsibilities in accordance with the authority in DoDDs 5144.02 and 8000.01.
• Restructures acquisition processes and procedures of all programs containing IT to a separate,
functional acquisition policy that adheres to the Adaptive Acquisition Framework described in DoD
Instruction (DoDI) 5000.02.
