SUBJECT: Management of the Department of Defense Information Enterprise (DoD IE)
References: See Enclosure 1
1. PURPOSE. This directive:
a. Reissues DoD Directive (DoDD) 8000.01 (Reference (a)) to establish policy and assign
responsibilities for DoD information resources management (IRM) activities to the Chief
Information Officer of the Department of Defense (DoD CIO).
b. Implements sections 2222, 2223, and 2224 of Title 10, United States Code (U.S.C.)
(Reference (b)), chapter 113 of Title 40, U.S.C. (Reference (c)), chapters 35 and 36 of Title 44,
U.S.C. (Reference (d)), and Office of Management and Budget Circular A-130 (Reference (e))
by establishing policy for the management of the DoD IE.
c. Provides direction on creating an information advantage for DoD personnel and mission
partners and establishing and defining roles for chief information officers (CIOs) and IRM
officials at various levels within DoD, in accordance with References (b), (c), (d), and (e).
d. Provides direction for information sharing among all DoD Components and with mission
partners, in accordance with the DoD Instruction (DoDI) 8320.02 (Reference (f)) and the
National Strategy for Information Sharing and Safeguarding, (Reference (g)).
2. APPLICABILITY. This directive applies to:
a. OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff
(CJCS) and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the
Department of Defense, the Defense Agencies, the DoD Field Activities, and all other
organizational entities within DoD (referred to collectively in this directive as the “DoD
Components”).
b. The United States Coast Guard. The United States Coast Guard will adhere to DoD
cybersecurity requirements, standards, and policies in this issuance in accordance with the
