Purpose: In accordance with the authority in DoD Directives 5137.02 and 5144.02, this issuance:
• Establishes policy and assigns responsibilities to:
o Minimize information and communications technology (ICT) supply chain and engineering risks
to the DoD’s warfighting capabilities, business, and enterprise information systems to maintain a
technological advantage.
o Implement ICT supply chain risk management (SCRM) requirements.
• Implements the DoD’s trusted systems and networks (TSN) strategy, described in the December 22,
2009 Report on Trusted Defense Systems, through program protection and cybersecurity
implementation to provide uncompromised weapon and information systems.
