Purpose: This issuance:
• Establishes policies and assigns responsibilities for DoD security cooperation (SC) activities with
partner nations, including oversight of governance for SC programs and updates to standards and
priorities for assessment, monitoring, and evaluation (AM&E) activities established in DoD Instruction
(DoDI) 5132.14.
• Establishes:
o Roles for implementing tasks related to SC in the Civilian Harm Mitigation and Response
(CHMR) Action Plan.
o The role of SC workforce (SCW) functional community managers.
o Socium (and its related or successor systems) as the SC knowledge management system of
record.
