Purpose: In accordance with the authority in DoD Directive (DoDD) 5124.02, this issuance:
• Establishes policy, assigns responsibilities, and prescribes procedures for preventing and responding
to harassment in the DoD civilian employee population.
• Provides guidance for processing, resolving, and tracking allegations of harassment.
• Distinguishes between harassment that detracts from an efficient workplace, equal employment
opportunity (EEO) complaints of unlawful discriminatory harassment, and harassment of a criminal
nature.
• Outlines training and education requirements and standards.
