Purpose: In accordance with the authority in DoD Directive 5124.02, this issuance:
• Implements the requirements in Section 596 of Public Law 111-84 and Section 718 of Public Law
116-92.
• Establishes policies, assigns responsibilities, and prescribes procedures for problematic substance
use and gambling disorder prevention, identification, assessment, diagnosis, and treatment for DoD
military personnel, eligible beneficiaries of the Military Health System (MHS), and DoD civilian
personnel.
• Describes the relationship between the DoD and the Department of Veterans Affairs (VA) with
regard to problematic substance use and gambling disorder treatment.
