1. PURPOSE
This Directive:
1.1. Reissues Reference (a) to update and realign the policy and responsibilities for the
MRTFB.
1.2. Reassigns responsibilities relating to the MRTFB from the Director of Operational Test
and Evaluation (DOT&E) to the Under Secretary of Defense for Acquisition, Technology, and
Logistics (USD(AT&L)) consistent with References (b) and (c). To the extent Reference (d) is
inconsistent with the assignments made by this Directive, it is superseded by this Directive.
1.3. Authorizes issuance of DoD Instructions to promulgate policies herein, and continues to
authorize publication of DoD 3200.11-D (Reference (e)) in accordance with DoD Instruction
5025.01 (Reference (f)).
2. APPLICABILITY
This Directive applies to the Office of the Secretary of Defense, the Military Departments, the
Office of the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the
Inspector General of the Department of Defense, the Defense Agencies, the DoD Field
