TRANSFORMATION (SMART) DEFENSE EDUCATION PROGRAM

Purpose: In accordance with the authority in DoD Directive (DoDD) 5134.01, this issuance:
• Implements the policy in Section 2192a of Title 10, United States Code (U.S.C.), to establish policy,
assign responsibilities, and prescribe procedures for executing the SMART Defense Education Program,
referred to in this instruction as the “SMART Scholarship Program (SSP).”
• Provides for designation of an SSP lead service.
• Establishes an Advisory Council.
