SUBJECT: Equipping the Reserve Forces

1. PURPOSE. This Instruction:
a. Reissues DoD Directive (DoDD) 1225.6 (Reference (a)) as a DoD Instruction (DoDI)
in accordance with the authority in DoDD 5124.02 (Reference (b)).
b. Establishes policies, assigns responsibilities, and prescribes procedures for accounting,
procuring, and distributing items of new and combat-serviceable equipment for the Reserve
Components (RCs) of the Military Services in accordance with sections 10541, 12301, 12302,
12304, 18501, and 18502 of title 10, United States Code (Reference (c)) and DoDD 5000.01
(Reference (d)).
c. Outlines the expectation for transparency and accountability of RC equipment as identified
in the Commission on the National Guard and Reserves (CNGR) (Reference (e)) and directs
implementation of procedures to address Recommendations 42 and 43.
d. Supersedes and cancels the Deputy Secretary of Defense Memorandum (Reference (f)).
2. APPLICABILITY. This Instruction applies to OSD, the Military Departments, the Office of
the Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff, the Combatant Commands,
the Office of the Inspector General of the Department of Defense, the Defense Agencies, the
DoD Field Activities, and all other organizational entities within the DoD.
