SUBJECT: Realistic Military Training (RMT) Off Federal Real Property
References: See Enclosure 1
1. PURPOSE. In accordance with DoD Directive (DoDD) 5124.02 (Reference (a)), this
instruction:
a. Establishes policy, assigns responsibilities, and provides procedures for planning,
coordinating, and conducting RMT off federal real property in accordance with DoDD 1322.18
(Reference (b)).
b. Incorporates and cancels Secretary of Defense Memorandum (Reference (c)).
2. APPLICABILITY. This instruction:
a. Applies to:
(1) OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of
Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the
Department of Defense, the Defense Agencies, the DoD Field Activities, and all other
organizational entities within the DoD (referred to collectively in this instruction as the “DoD
Components”).
(2) All DoD forces (including general purpose forces (GPF) and special operations
forces (SOF)) training off federal property in the United States or its territories, including:
(a) Ground forces operating in urban or remote environments.
(b) Aviation forces when operating in conjunction with ground forces operating off
federal property, even if they are operating in accordance with Federal Aviation Regulations
(Reference (d)). Aviation forces associated with RMT events must be included in the
coordination and notification procedures prescribed in this instruction.
