Purpose: In accordance with the authority in DoD Directive (DoDD) 5134.01 and the guidance in
DoDD 4715.1E, this issuance:
• Establishes policy, assigns responsibilities, and provides procedures for conducting EM activities at
DoD installations worldwide.
• Establishes the DoD Emergency Management Steering Group (EMSG) to provide guidance and
recommend policy on EM matters.
