History: This publication is a rapid action revision to United States Army Training and Doctrine
Command (TRADOC) regulation 11-20, dated 5 June 2013.
Summary. This regulation establishes policies, procedures, and responsibilities for cost-benefit
analysis to support Army Enterprise decision-making within TRADOC.
Applicability. This regulation is applicable to all TRADOC units, activities, and organizations.
Proponent and exception authority. The proponent for this circular is the TRADOC Deputy
Chief of Staff (DCS), G-8. The proponent has the authority to approve exceptions or waivers to
this circular that are consistent with controlling law and regulations.
Army management and control procedures. This regulation does not contain management
control provisions.
Suggested improvements. Users are invited to send comments and suggested improvements on
Department of the Army Form 2028 (Recommended Changes to Publications and Blank Forms)
directly to the TRADOC DCS, G-8 (ATRM-PD), 661 Sheppard Place, Fort Eustis, VA 23604.
