1. Purpose. To assign responsibilities and provide instructions
for military health support of stability operations referred to
as Medical Stability Operations (MSO), per references (a) and
(b), and as defined in reference(c).
2. Cancellation. SECNAVINST 6000.6.
3. Applicability. This instruction applies to the Office of the
Secretary of the Navy, the Chief of Naval Operations (CNO), the
Commandant of the Marine Corps, and all U.S. Navy, U.S. Marine
Corps installations, commands, activities, field offices, and
all other organizational entities within the DON.
4. Policy. MSO are a core mission of Navy and Marine Corps
throughout all phases of conflict and across the range of
military operations, including in combat and non-combat
environments.
MSO shall be given priority comparable to the
support of combat operations. MSO activities shall be integrated
across all Navy and Marine Corps activities, including doctrine,
organization, training, education, exercises, material,
leadership, personnel, facilities, and planning following
reference (b).
5. Action. The Navy and Marine Corps shall be prepared to
perform assigned tasks to establish, reconstitute, and maintain
health sector capacity and capability for the affected indigenous
