MEMORANDUM FOR SEE DISTRIBUTION
SUBJECT: Initial Staffing of Draft Field Manual (FM) 2-01, Intelligence, Surveillance, and
Reconnaissance (ISR) Synchronization (*S: 22 May 2009)
1. Request that you please review and comment on initial draft FM 2-01. This FM provides
doctrinal guidance for Soldiers, staff officers and commander who are conducting ISR
synchronization and will supersede FMI 2-01.
2. A copy of initial draft FM 2-01 and a blank comment matrix have been posted to the
Intelligence Knowledge Network (IKN) at
https://icon.army.mil/. Attached to the same email
message that transmits this memo to you is a copy of directions how to access the documents on
IKN. The draft FM has not undergone a formal edit process, so please do not be concerned with
administrative comments. Instead, please address your response to critical, major, or substantives
comments concerning the draft FM.
• Critical comments will result in non-concurrence if not satisfactorily resolved.
• Major comments may result in non-concurrence if not satisfactorily resolved. They may
be detailed comments addressing a general concern with a subject area, the thrust of the
draft, or other topics that, taken together, constitute a concern.
• Substantive comments are reserved for sections in the document that are, or appear to be,
incorrect, incomplete, misleading, or confusing.
• Administrative comments are not requested.
3. Division G-2s are requested to distribute this initial draft to Brigade Combat Team S-2s for
comment.
4. Request you please email your completed comment matrix NLT 22 May 2009 to the
