SUBJECT: DoD Intelligence and Security Training Standards

1. PURPOSE. In accordance with the authority in DoD Directive (DoDD) 5143.01 and the
guidance in DoD Instruction (DoDI) 3115.11 (References (a) and (b)), this manual assigns
responsibilities and provides intelligence and security standards and procedures for the
validation, design, development, maintenance, assessment, and delivery of DoD intelligence and
security training for DoD personnel.
2. APPLICABILITY. This manual applies to OSD, the Military Departments (including the
Coast Guard at all times, including when it is a Service in the Department of Homeland Security
by agreement with that Department), the Office of the Chairman of the Joint Chiefs of Staff
(CJCS) and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the
Department of Defense, the Defense Agencies, the DoD Field Activities, and all other
organizational entities within the DoD (referred to collectively in this manual as the “DoD
Components”).
3. RESPONSIBILITIES. See Enclosure 2.
4. PROCEDURES
a. Enclosure 3 identifies the overarching framework for assuring workforce capability is
directly supported through the definition of relevant and validated learning requirements.
b. Enclosure 4 identifies an instructional design model using the plan, analyze, design,
develop, implement, and evaluation phases for DoD intelligence and security training as a
standardized and repeatable process.
c. Enclosure 5 identifies the basic instructor certification to ensure all DoD intelligence and
security training is conducted by instructors using a standardized and repeatable process.
