OD FREEDOM OF INFORMATION ACT (FOIA) PROGRAM

Approved by: David Tillotson III, Assistant Deputy Chief Management Officer
Purpose: This issuance:
• Implements the DoD FOIA Program pursuant to DoD Directive (DoDD) 5400.07, in accordance
with the authority in DoDD 5105.53, DoDD 5105.82, and the July 11, 2014, Deputy Secretary of
Defense Memorandum.
• Supplements Part 286 of Title 32, Code of Federal Regulations (CFR).
• Incorporates the provisions of the OPEN Government Act of 2007 and the FOIA Improvement Act
of 2016.
• Promotes uniformity in the DoD FOIA Program by taking precedence over all DoD Component
issuances that supplement and implement the DoD FOIA Program.
