This instruction implements Air Force Policy Directive (AFPD) 64-1, The Contracting System
and Department of Defense 5500.07-R, Joint Ethics Regulation. It sets forth responsibilities and
procedures for interactions with contractor personnel. This publication applies to Air Force
Reserve Command (AFRC) Units and individual Reservists and Air National Guard Units
assigned to ACC. Refer recommended changes and questions about this publication to the Office
of Primary Responsibility (OPR) using the Air Force (AF) Form 847, Recommendation for
Change of Publication; route AF Form 847 from the field through the appropriate functional’s
chain of command. Ensure that all records created as a result of processes prescribed in this
publication are maintained in accordance with Air Force Manual (AFMAN) 33-363,
Management of Records, and disposed of in accordance with the Air Force Records Information
Management System Record Disposition Schedule. This publication may be supplemented at any
level, but all direct Supplements must be routed to the OPR of this publication for coordination
prior to certification and approval. Submit requests for waivers through the chain of command to
the Publication OPR for non-tiered compliance items.
SUMMARY OF CHANGES
This publication has been substantially revised and must be completely reviewed. The major
changes include a complete removal of “boldface” items provided as a checklist for military and
government service civilian interactions with contractors. This instruction has also taken on a
similar numbering scheme to other supplement instructions for this topic found in other major
