This Manual implements Department of the Air Force Policy Directive (DAFPD) 13-2, Air Traffic
Control, Airfield, Airspace and Range Management. It provides guidance and procedures for
developing and processing Special Use Airspace (SUA) and other airspace for military use. It
covers aeronautical matters governing the efficient planning, acquisition, use, and management of
airspace required to support United States Air Force (USAF) and United States Space Force
(USSF) operations. Major Commands (MAJCOMs) may provide additional Area of
Responsibility (AOR) specific guidance in MAJCOM supplements. It applies to activities that
have operational or administrative responsibility for using airspace. It establishes practices to
decrease disturbances from flight operations that might cause adverse public reaction and provides
flying unit commanders with general guidance for working with stakeholders and dealing with
