This manual implements Air Force Policy Directive (AFPD) 32-10, Installation and Facilities;
and AFI 32-1067, Water and Fuel Systems. This publication defines the Air Force Instruction
(AFI) 32-1067 requirements for training and certification by water system operations personnel
before taking responsibility for water treatment plant operations, maintenance, or repair. This
guideline establishes required certification levels and recurring training frequencies for operators
to increase public health protection of Air Force drinking water systems. It applies to all Air Force
units, including ANG and AFRC, that are responsible for Drinking Water Treatment Plants. Units
are encouraged to further develop their local instructions and to provide a copy to Air Force
Installation and Mission Support Center Detachment 2 (AFIMSC Det 2) Civil Engineer Operations
Branch (CEO). Refer recommended changes and questions about this publication to the Office of
Primary Responsibility (OPR) using the Air Force (AF) Form 847, Recommendation for Change
of Publication; route AF Forms 847 from the field through the appropriate functional chain of
command. Ensure that any local policy/guidance, publications, instructions or supplements are
created in accordance with AFI 33-360, Publications and Forms Management. (Standard for tiered
publication) The authorities to waive wing, and unit level requirements in this publication are
identified with a tier number (“T-0, T-1, T-2, T-3”) following the compliance statement. See AFI
33-360, Publications and Forms Management, for a description of the authorities associated with
the Tier numbers. (Standard for non-tiered publication) Compliance items in this publication are
