Approved by: John B. Sherman, Chief Information Officer of the Department of Defense
Purpose: In accordance with the authority in DoD Directive (DoDD) 5144.02, this issuance:
• Establishes policy, assigns responsibilities, and provides procedures for the acquisition of digital
capabilities.
• Assigns program responsibilities concerning the acquisition of digital capabilities as defined in this
issuance for the acquisition pathways of the adaptive acquisition framework described in DoD
Instruction (DoDI) 5000.02.
• Describes the responsibilities and procedures of principal acquisition officials in the acquisition of
programs containing information technology (IT), including national security systems (NSS) within
DoD authorities, across all acquisition pathways.
