This instruction honors and expands Air Force Instruction (AFI) 90-6001, Sexual Assault
Prevention and Response Program (SAPR), by increasing effective access of SAPR services to
cadet candidates and by establishing a standardized policy and procedure for the Teal Rope (TR)
Program at United States Air Force Academy (USAFA). This instruction applies to all technical
training courses located at USAFA. It does not apply to Air National Guard (ANG) and Air Force
Reserve Command (AFRC) members. The authorities to waive requirements in this publication
are identified with a Tier 3 (T-3) number following the compliance statement. See DAFMAN 90-
161, Publishing Processes and Procedures, for a description of the authorities associated with the
Tier numbers. Submit requests for waivers through the chain of command to the appropriate Tier
waiver approval authority. The waiver authority for non-tiered requirements in this publication is
the Headquarters USAFA SAPR Office (USAFA/CVS). Ensure that all records created as a result
of processes prescribed in this publication are maintained in accordance with AFI 33-322, Records
Management and Information Governance Program, and disposed of in accordance with Air Force
Records Information Management System (AFRIMS) Records Disposition Schedule (RDS).
Refer recommended changes and questions about this publication to the Office of Primary
Responsibility (OPR) using the DAF Form 847, Recommendation for Change of Publication; route
DAF Form 847s from the field through the appropriate functional’s chain of command. This
publication may not be supplemented or further implemented/extended.
